About the Webinar
The rapid pace of change in transport demands brought about by transportation network companies (TNCs) like Uber, Lyft and Didi, has prompted cities to evaluate best practices for regulating this industry. ITDP’s new report, Ride Fair: A Policy Framework for Managing Transportation Network Companies presents cities with a framework for regulating TNCs to maximize the benefits they present – such as providing additional connectivity to transit and destinations, and enabling people to live car-free and car-light – and manage the costs. Cities have been hard-pressed to “level the playing field” between TNCs and incumbent for-hire vehicle operators, and few comprehensive, goal-oriented best practice regulations have emerged. ITDP’s report highlights critical elements that cities should include in their TNC regulations, and identifies structural barriers that may be preventing the implementation of those elements, as well as recommendations for reducing those barriers. On this webinar, Dana Yanocha will introduce the new report and review key case studies and findings. Then, Laura Ballesteros will discuss her experiences developing Latin America’s first TNC regulations in Mexico City, particularly the city’s motivations to adopt such regulations and challenges faced in the process. Both presenters will be available for questions to close out the webinar.
About the Presenters
Laura Ballesteros | Former Planning Undersecretary at the Secretariat of Mobility, Mexico City
Laura Ballesteros is the former Planning Undersecretary at the Secretariat of Mobility in Mexico City´s Government, where she implemented the Mobility Law through specialized public policy for non-motorized mobility, road safety, and integrated transport systems. Her first act in the job was promoting new transit regulations for Mexico City, built with the principles of Vision Zero, and she is currently building the city’s comprehensive road safety program. She also promoted regulation for On-Demand Mobility Services (Uber and Cabify), making Mexico City the first city in Latin America to regulate these services. Laura has a bachelor’s in Policy Science from the Technological and Superior Studies Institute (Tec de Monterrey), and a master’s in Strategic Management and Direction of Innovation from the Autonomous University of Barcelona and the University of Carlos III in Madrid.
Dana Yanocha | Senior Research Associate, ITDP
Dana Yanocha’s work includes research and analysis of trends in sustainable transportation and development. Dana is passionate about identifying connections between the social, economic, and environmental spheres of sustainable development, with a particular interest in providing guidance to cities to strengthen transportation networks, leverage emerging technology and innovations, and improve overall accessibility. Prior to joining ITDP in 2017, Dana worked for the Chaddick Institute for Metropolitan Development in Chicago, and for Resources for the Future, an environmental economics think tank in Washington, DC. She holds an MA in Sustainable Urban Development from DePaul University and a BA in International Politics from Penn State University.
